No individual producer may sell, solicit, or negotiate annuities unless he or she has completed a one-time four hour annuities training course.

Producers must complete a one-time training course of no less than eight (8) hours prior to selling long-term care insurance products. Producers are required to complete ongoing training of no less than 4 hours in each mandatory CE biennium subsequent to the biennium in which the one-time training was completed. The credits earned for both the 8 and 4 hour LTC courses will count towards the producer’s 24-hour CE requirement.

This state has issued a notice reminding licensees who sell flood insurance of their requirement to comply with the minimum 3 hours of training requirements established by FEMA and the National Flood Insurance Program.

Resident Requirements

Licensees must complete a minimum of 24 hours of continuing education credit every two years, three of the hours must be courses on Ethics. Excess Ethics and Long-Term Care credits will be carried over as General credit.
 

Individuals newly licensed after July 1st of the second year of the biennial period are exempt for that period.
 

The completion date for a self-study course will be the date the completed and signed Disinterested Third Party Affidavit is received by the provider from the student.

Course Repetition

Courses may not be taken for credit more than once in a 2 year compliance period.

Exam Rules

Online certification exams are closed book. Course materials are not available while the exam is in progress. The final exam must be passed with a score of 70% or higher to receive CE credit. If the exam is not passed on the first attempt, students have an unlimited number of retakes.

Proctor/Monitor Requirements

Online exams must be monitored by a disinterested third party. A disinterested third party certifies that the licensee completed the exam without assistance (i.e., closed book, no tiling, layering of screens, etc.) and is someone who has no financial interest in the success or failure of the student’s ability to maintain their license. The monitor must complete the online Declaration of Compliance.
 

If the licensee launches the exam without a monitor present, he/she will be disqualified from receiving CE credit for the course. Completion of the Declaration of Compliance acknowledges understanding and adherence to the specific requirements outlined by the State Department of Insurance. The Declaration of Compliance is electronically transmitted to Kaplan upon completion of the exam and may be audited for compliance purposes.

Period Requirements

Licenses will be renewed for a minimum of two years and the license expiration date is the last day of the producer’s birth month.

Carryover Requirements

An individual insurance producer may carry over a maximum of 6 credit hours into the next reporting period when the producer has exceeded the minimum CE requirements for the current biennial reporting period.

Reporting Requirements

Report within 30 days of completion. Need agent’s license number to report.

State Reporting Fees

The West Virginia Department of Insurance requires a course reporting fee of $1.50 per credit hour (online, self-study and classroom courses). This state reporting fee will be automatically charged to you (on the last credit card used in your account) each time you complete an online, self-study, or classroom course.

Instructor Credit

Individuals acting as instructors for continuing education courses receive the same amount of CE credit as his or her students receive for taking the class, but only for a single course during a biennium.
