Arkansas Insurance Continuing Education State Requirements

Arkansas Insurance Department
Effective 4/30/2020: To assist agencies and producers affected by disruptions due to COVID-19, the Department is temporarily halting converting any individual producer's license status from active to inactive for failure to submit their producer renewal application or renewal fees. The final renewal date for individual producers has been extended and individual producer licenses shall not be converted to inactive status for the 60-day period beginning 3/17/2020 (the date Executive Order 20-03 was issued). Arkansas licenses with expiration dates of March 31, 2020 will expire on May 31, 2020 instead. Arkansas licenses with expiration dates of April 30, 2020 will change to June 30, 2020.
Long-Term Care Training
Producers who sell LTC insurance must complete a one-time, 8-hour initial training course. In addition, no less than 4 hours of ongoing LTC training is required every 24 months. These four hours may be counted toward the total CE requirement if the course is approved for CE.
This state has issued a notice reminding licensees who sell flood insurance of their requirement to comply with the minimum 3 hours of training requirements established by FEMA and the National Flood Insurance Program.
All Other State Requirements
Arkansas producers shall complete a minimum of 24 hours, including 3 hours of ethics, each biennial period if licensed to sell:
- Life insurance
- Accident and health or sickness insurance
- Property insurance
- Casualty insurance
- Variable products
- Personal line insurance
Arkansas adjusters, unless exempt, must complete and report a minimum of 24 hours of CE, including 3 hours of ethics, within the time frame established by rule of the commissioner. This will not apply to a non-resident adjuster as long as the home state
requires CE for adjusters.
Continuing education is due annually on or before the renewal date of the license. There is no grace period.

There are no non-resident continuing education requirements in Arkansas.
Courses may not be repeated within a 2 year period.
Online certification exams are closed book. Course materials are not available while the exam is in progress. The final exam must be passed with a score of 70% or higher to receive CE credit. If the exam is not passed on the first attempt, students have an unlimited number of retakes.
Proctors must be a disinterested third party, who is any person with no family or financial relationship to the licensed producer or adjuster. The proctor is required to complete an online Declaration of Compliance before an individual can access the online exam. The Declaration of Compliance is electronically transmitted to Kaplan upon completion of the exam. If the licensee launches the exam without a monitor present, he/she will be disqualified from receiving CE credit for the course. Licensee must submit the original Appendix G to Kaplan.
Arkansas licensees must complete their CE requirements by licensee’s date of birth annually. If the license has not been held for a full year by the initial CE deadline, then the licensee is given another year to complete the CE requirement.
All licenses issued or renewed for a period of two calendar years will expire on the licensee’s birth date in the calendar year of expiration.
Excess educational hours accumulated during any biennial period may be carried forward only to the next biennial period. Continuing education carried forward to the following calendar year shall expire upon commencement of the second biennial period following completion of the hours. Additional Ethics hours will carry over as regular hours and not as Ethic education.
Report within 10 days of completion. Need agent’s license number. Must send in Appendix G monitor form with the Appendix H form to be reported. Note: The completion date is the date the Education Provider receives the affidavit.
State Reporting Fees
The AR Insurance Department requires a course reporting fee of $1.00 per credit hour (online, self-study and classroom courses). This state reporting fee will be automatically charged to you (on the last credit card used in your account) each time you
complete an online, self-study, or classroom course.
An approved instructor teaching any approved course of instruction or lecturing at an approved seminar or meeting shall qualify for two (2) hours of credit for each hour presented.
Individuals who are at least 60 years old and licensed prior to July 1, 2003, exemption must be requested.
Individuals who have been actively licensed for at least 15 consecutive years, prior to July 1, 2003, exemption must be requested.
Newly licensed individuals are exempt for the initial license period. After the first renewal of the license, CE shall be due on the licensee’s birth date annually.
